Protect Pre-existing Conditions: "Every time the President talks about health care, the first thing he says is he will always protect pre-existing conditions ... The signal the President is sending to [Congress] is that he will not sign anything we send to him that does not protect pre-existing conditions."
Obama did not seek GOP help with the ACA: "President Obama repeatedly said things like I welcome anyone to come to the White House and go through this line by line. I told him I would be glad to come down, what time would you like me there? I never got a response.

Burgess Supports Phase One Trade Agreement with China
This agreement is a step in the right direction towards balancing our agreements with our trading partners. It continues to put America first, this agreement includes strong enforcement mechanisms, increases the amount of American goods and services purchased by China, and will improve the stability of American businesses. I appreciate the President’s commitment to deliver on the promises he made.
In addition to the enforcement mechanisms and cessation on tariffs, China promises to buy over $200 billion of U.S. good in manufacturing, energy, agriculture, and services. Burgess Votes Against the Resolution Appointing Managers for the Senate Impeachment Trial
The Senate will make it's own rules:"I guess we’re going to find out. I mean we don’t know- we don’t know what the Senate is going to do in that regard [deciding the rules]. If I recall my history well enough from the Clinton episode back in the 90’s, they can pretty much do whatever 51 senators agree to do."
The President has succeed: "This is the most effective president we’ve had really, I’m going to say in my lifetime, but certainly since I’ve been serving in the United States House and the fact that, you know, instead of helping, we’re trying to hinder at every turn ... He’s been enormously successful. He’s delivered on promises."
