Burgess Amendment will Save Energy and Taxpayer Money

Washington, D.C. – Congressman Michael C. Burgess, M.D. (R-TX), a member of the House Rules Committee and Republican Leader of the House Energy and Commerce Subcommittee on Health, released the following statement after the House voted to pass his amendment requiring a report on the Department of Defense’s use of Energy Savings Performance Contracts (ESPCs) in the William M. (Mac) Thornberry National Defense Authorization Act of 2021.

“Energy Savings Performance Contracts are partnerships between a federal agency and an energy company with a goal of reducing energy and operating costs,” Burgess said. “This amendment will encourage the Department of Defense to increase its energy and water efficiency by requiring the Department of Defense to report on the last five years’ usage of ESPCs. Understanding the impact of ESPCs on military readiness and any limits to their expansion will allow the DoD to reduce its energy and water costs while being environmentally friendly. Expanding ESPCs should be a priority of this Congress and I look forward to the results of the report.”
