Modifies the grant application to include: (1) a long-term strategy to establish 1,500 (currently, 1,200) additional local Boys and Girls Clubs; and (2) a plan to ensure that there are at least 5,000 (currently, 4,000) of such facilities in operation by January 1, 2010, instead of January 1, 2007. Authorizes appropriations for FY 2006 through 2010.
