Burgess introduces legislation to combat patent trolls

Washington, D.C. – Congressman Michael C. Burgess, M.D. (R-TX) introduced the Vaccine Targeting Rogue and Opaque Letters (TROL) Act.

“Protecting intellectual property and innovation is critical,” said Burgess. “We are seeing the signs of recovery from this pandemic due to the success of Operation Warp Speed and our incredible scientific and medical communities that developed a vaccine in record time. In showing gratitude for their work, we should do all that we can to protect their intellectual property. This legislation is a simple step to make it unlawful for anyone to engage in the practice of sending frivolous patent demand letters regarding COVID-19 products.

“I urge my fellow Members to join me in supporting this legislation, but also in making this encompass all patent demand letters. When I was Chairman of the Consumer Protection Subcommittee, I worked to combat these abusive patent demand letters by introducing the Targeting Rogue and Opaque Letters (TROL) Act and introduced it again this Congress. Congress must do all it can to protect intellectual property and innovation, especially during a global pandemic when resources and medical developments are critical.”
