Fiscal Year 2011 Priority Project Requests
In order to ensure that the numerous requests my office receives are scrutinized thoroughly and would ultimately constitute a wise use of U.S. taxpayer dollars, I have overhauled the appropriations request process for the 26th District. I require grantees to certify that their requests meet certain principles. EVERY individual or organization requesting a priority project will be required to fill out and sign an extensive application and questionnaire certifying the project is deserving of federal funding. Additionally, I and my staff extensively vet all projects to decide whether they meet the high standards necessary for congressionally-directed spending. Projects must be both worthy of federal funding and provided a positive impact on the 26th District of Texas. Any organization or individual who does not submit the attached form to my office will not have their project considered for congressionally-directed spending. Should the organization make multiple requests, they must fill out a separate form for each request.
Guidelines
Below are the principles that will guide the selection process:
1. All requests must be a priority for the 26th District and/or the country-at large as defined as enhancing life, liberty, or the general welfare. Projects must have a nexus to an enumerated power granted Congress in Article I of the U.S. Constitution.
2. All requests must be a proper and wise use of federal tax payer dollars and must be justified as such. Projects that include a commitment to match federal funds will receive priority consideration.
3. All requests will be immediately posted on the website and supporting documentation made available to the press outlets and interested individuals.
4. None of the funding requested will be used for a building, program, or project that has been named for Congressman Michael C. Burgess, M.D.
5. Congressman Michael C. Burgess certifies that neither he nor his spouse has any financial interest in any priority project.
All request forms and support letters are due to my office by Friday, February 19, 2010. From there, my staff will review all requests thoroughly.
